The Monthly Meeting was called to order by Chairman Harold Manske. 
Present were Chairman Manske, Supervisors Phyllis Giese and LeRoy
Schmitz, Clerk Patti Supple, Treasurer Jody Roffers, Attorney John St.
Peter and various Town residents.  Confirmation was made of open
meeting notice.  Minutes from the previous meeting were approved as
presented.

Clerk Supple reported on a phone call from Andrew Karleigh a resident
of Woodland Park.  He reported to her that there were foul odors
emanating from his neighbors trailer and that his neighbor’s dog did a
lot of barking.  His neighbor had also threatened him with bodily
harm.  He did call the police when threatened, but wondered what else
could be done.  Attorney St. Peter recommended consulting with the
County Health Department, Code Enforcement and the Sheriff’s
Department.  

Permit Issuer Jim Supple reported that he had a complaint about a dog
running at large.  He also contacted David Alsup because he had not
obtained a building permit.  A letter was also sent to Dave Hoffman
about excessive junk in his yard as well as someone living in a camper
on his property.  Also, Eric Kurtev has leased the old Jim’s Bar and
the lessee was contacted concerning unlicensed vehicles on the
property.  The matter has been resolved.  There has been no reply from
the owners of Woodland Park on the unsafe tree on their property.

Chris Kaempfer presented a status report on the water project.  His
company is reviewing over the North Fond du Lac requirements for the
chlorination building.  It is hoped that everything will be in line
for spring construction.  In the matter of the valve failure, it has
been reported that the material did not meet specifications.  A second
opinion is being sought.  A draft letter will be forwarded to Attorney
St. Peter for review.  The Village of North Fond du Lac is in favor of
working with the Town on the water study.  The estimated cost for the
Town is $7500.00-not to exceed.  It was recommended to draft an
agreement with the Village to cover the right to access information,
right to amend the scope and meeting the Town’s needs.  Attorney St.
Peter asked why the study was needed.  Mr. Kaempfer stated the last
study was done in 2005 and the Villages in 2002.  Both municipalities
have had major changes in there water situation since then.  A more
current study will help with future long range planning.  Also, if the
municipalities work together there will be a cost savings for both.  

Clerk Supple read the minutes from the Planning Commission on the Liz
Roy chickens.  In the minutes, Ms. Roy stated that her neighbor’s
children had expressed an interest in raising chickens.  Because she
had the space available she offered to let them raise the chickens in
her backyard.  After reviewing the information, the Planning Committee
recommended that the Town Board approve the request to allow chickens
contingent on a limit of 12 chickens, no roosters, location of the
coop to stay the same and a non-transferable permit. Ms. Roy reported
that after the Planning Meeting, they moved the fence to the permitted
2 feet from the property line and she also reported the chicken’s
wings have been clipped.  In addition, she noted that the chickens
cannot be seen from the road. They are confined behind green fencing
and the coop is painted tan and surrounded by hawthorn bushes. 
Chairman Manske reported that each application for farm animals would
have to stand on its own merit.  Supervisor Giese saw no problems with
the application.  Supervisor Schmitz asked what would happen if a
development went in next door.  The permit would expire in that case. 
Motion was made and seconded to approve the application for chickens
by Liz Roy contingent on a limit of 12 birds, no roosters, location to
remain the same and if the land use changes next door, the permit
would expire. Motion carried.

Clerk Supple read the minutes from the Planning Commission concerning
the Fondy Sports Park application to amend the Development Agreement
to run motorcycles and snowmobiles.  After review and consideration of
neighbors concerns, the Planning Committee recommended that the Town
Board allow for the running of motorcycles on the track contingent on
the creation of a berm, evergreen tree line, running time limited to
9:00 am to dusk, and no more than 20 machines on the track at one
time.  All other parts of the development agreement to remain the
same.  As to the snowmobiles, more information is needed.  Mike Maly
reported that there is no noise issue per the HNTB report, and that in
talking with HNTB, a berm and trees would just be beautification and
not a noise muffler.  A couple of residents expressed that they were
happy to have an area for their children to run their motorcycles and
ATV’s.  Several other residents expressed concern over the noise,
dust, and lack of berming and trees.  Chairman Manske also expressed
concern over the noise issues and lack of maintenance for dust. 
Attorney St. Peter noted that the Development Agreement covers these
issues and Fondy Sports should be living up to their obligations. 
There was reluctance on the part of the Town Board to approve the
amendment since the present agreement is not being adhered to.  While
the Sports Complex denies any noise issues, the neighbors disagree. 
Supervisor Giese stated that repetitious noise can be very annoying
and that in order to make both parties happy berms should be built and
trees should be planted.  She also recommended having a meeting with
the neighbors.  Attorney St. Peter recommended a trial be done until
November 1, 2012 allowing the running of motorcycles.  An agreement
could be drafted and signed with the stipulations outlined.  Motion
was made and seconded to approve a limited amendment to the
Development Agreement allowing the running of motorcycles until
November 1, 2012 and requiring a meeting with the neighbors by the
first week in November.  Motion carried.

The Fondy Sports Park Water Park issue was discussed.  Clerk Supple
reported the Planning Committee would be meeting on September 19 to
review requested information.  The main issue seems to be the size of
the pond per the approved plans.  Motion was made and seconded to
table the issue until after the Planning Commission review.  Motion
carried.

Scott Roltgen requested the Emery Lane matter be removed from the
agenda until further notice.

A letter was sent to Bruce Rademann concerning the paving of Paradise
Court.  

The topic for Stormwater Management was “Leave you Leaves on the
Land.”

Chairman Manske and Clerk Supple attended the DOT meeting on the
Pioneer Road project.  The DOT is waiting for confirmation the
railroad has access to the building materials.  Supervisors Giese and
Schmitz attended the Town’s Association meeting.  

ECRP will be updating its recommendations this coming year.

No Board of Appeals meetings are planned.

The Planning Committee will be meeting on September 12 to review an
ordinance on solar energy, cell towers and farm animals in residential
zoning, and September 19 on the Fondy Sports Water Park.  They will
also be reviewing more on fencing and firearms.  

Clerk Supple reported the population of the Town is 3375 with an
estimated 2617 voters.

Clerk Supple reported that there will be two detours to get to the
Town Hall on election day, from the west Highway 23 to Main Street to
Pioneer Road or the Highway 151 bypass to Main Street to Pioneer Road.
 Chairman Manske reported that a new back door has been ordered for
the fire station and will be installed after it is painted. 
Supervisor Giese asked if the fire station/town hall could be
de-cluttered better.  Also, the hall floor still needs to be waxed.
