The Annual Meeting was called to order by Chairman Harold Manske. 
Present were Chairman Manske, Supervisors Phyllis Giese and LeRoy
Schmitz, Clerk Patti Supple, Treasurer Jody Roffers, Attorney Matt
Parmentier, Fire Chief Craig Sanborn and various Town residents. 
Confirmation was made of open meeting notice.

Motion was made by Jim Supple and seconded by Bob Giese to waive the
reading of the 2009 Annual Meeting minutes.  Motion carried.  After
review, motion was made by Jim Supple and seconded by Bob Giese to
accept the minutes as presented.  Motion carried.

BOARD AUDIT

Jerry Keenan asked where the amount of the turbine payments was shown.
It is in with the shared revenue per capita payments.  Mr. Keenan
stated he would like to know the actual turbine payment.  He also
noted that the payment to the City was not shown.  Clerk Supple will
look up both amounts and payment dates for Mr. Keenan.  Mr. Keenan
noted that the Audit report should show the Town debt.  This matter
will also be addressed, and the Town debt amounts will be forwarded to
Mr. Keenan.  Mr. Keenan went on to note that the official Audit done
by Gib Hietpas shows over $900,000.00 at the end of the year.  Some of
this money is in designated funds, the remainder must be used to pay
bills for several months.  Chairman Manske reported that the Town
receives payments about four times during the year but must pay bills
for twelve months.  Therefore, funds must be set aside to cover
payments.  Attorney Parmentier noted that the official audit is done
on a State prescribed form and the Townís official audit complies with
the State law.
There being no more questions, motion was made by Jim Supple and
seconded by Bob Giese to accept the Board Audit.  Motion carried with
one nay vote, the majority aye.

FIRE CHIEF REPORT

Fire Chief Craig Sanborn reported that the department responded to 52
alarms.  Approximately 600 hours were spent responding to the alarms. 
In addition, the department assisted with the June flooding. 
Department training amounted to 860 hours.  The Emergency Medical
Responders responded to 92 calls.  The EMTís also have monthly
trainings to keep up with current standards and train with the City
ambulance service.  

As always the First Responders and volunteer Fire Department are
always looking for residents to join the team.

Presently there are 37 members on the department.  In December of 2009
a new equipment truck was approved by the Town Board.  A grant for
portable radios and truck radios was received.  Final cost to the Town
will be @ $9000.00.

Chairman Manske thanked the Fire Department members and EMTís for
their dedicated service to the Town and their dedication to furthering
their education.  Bob Giese also added that the Department is always
looking for volunteers.

SANITARY DISTRICT REPORTS:

Sanitary District #2  Bob Giese

Bob Giese reported that negotiations with the City have been
finalized, and a credit of about $100,000.00 was received.  This money
will be used to defray the costs of payment for the sewer plant
upgrade.  He urged residents to contact the DNR and request that the
phosphorous levels that are being mandated would cost the City another
25 million in upgrades to the new sewer plant.   In these economic
times, this is unnecessary.  He also asked residents to report any
clear water infiltration to the system.  Don Schmitz asked who
mandated the phosphorous levels.  Chairman Manske reported the EPA
started the change and then turned the matter over to the DNR.  The
construction loan will be paid off in 2015, this loan was kept because
of the low interest rate.  The construction along Winnebago Drive will
not affect the sanitary lines in the area.

Sanitary District #3  LeRoy Schmitz

  Supervisor LeRoy Schmitz noted that expenses were about $20,000.00
more than income in 2009.  The televising of lines and manhole repairs
ran about $36,000.00.  The special assessment B bond for the Brookview
subdivision area was paid in full in June of 2009.  Special projects
in 2009 included the repair of manholes, repair of a damaged manhole
on the Airport property, repair and maintenance of hydrants and the
televising of lines.

Sanitary District #4  Harold Manske

Expenses in District #4 were almost double income.  The payments on
the Clean Water Fund Loan to the City of Fond du Lac and payments to
the City for the Sewer Plant upgrade and to the OSG accounted for much
of the expense.  CCF rates will be raised by $1.00 to help defray the
Sewer Plant upgrade costs.  Jim Supple asked John Ransom whether the
district is considering expanding.  Mr. Ransom said they had no plans
at this time.  Chairman Manske noted that some of the George Costello
property could be serviced, but much of the surrounding area would
need booster stations.  It was also noted that Excel Engineering does
the billing for Districts #3, 4 and 6 and monitors the generators for
District #4.

Sanitary District #6  Phyllis Giese

Supervisor Giese reported that #6 is a new district and was created to
help residents along Highway 175.  There are 12 houses that will be
serviced through this District, 8 of which are presently hooked up. 
The City of Fond du Lac constructed lines for this area in return for
a land swap needed for the bypass upgrade.

CHAIRMANíS REPORT

Chairman Manske that the Town State road aid did not drop as expected.
 Roads done in 2009 included Esterbrook Road from Brown to the
cul-de-sac and the widening of the shoulder along Brown from County D
to Esterbrook Road at a cost of about $86,000.00.  Crack filling and
shouldering was also done.  This year, depending on cost, the rest of
Esterbrook Road will be widened or work done on Brown and Mill Roads. 
Paving of Brown would be better in 2011.  Garden Drive and Wildwood
will be done when Winnebago Drive is completed.

Building permits issued in 2009 amounted to 180, down 82 from 2008. 
New home permits issued were 15 down 7 form 2008.

City ambulance service for 2010 will be $23.00 per head and will
increase $3.00 per year until rates equal what City residents are
paying.  After long negotiations with the City, this agreement was
negotiated.  Originally, the City wanted to increase rates immediately
to $46.00 per head.  The Towns have long argued that costs of Town
calls are cheaper due to the fact only the ambulance is dispatched and
aid comes from the Town EMTís and Fire Department, but the City will
not reduce the rates.  The Village of North Fond du Lac rates went
from $13.00 to $19.00 this year.  The recommendation was made to check
into other options for ambulance service.

The Town wide garbage pickup has saved residents about 50% on costs
for individual pickup.  

There is a Town wide reassessment being conducted this year by Bowmar
Appraisals.  This is an inside inspection and will cost about
$70,000.00.  

The upgrade to the Highway 151 bypass and the County V and Highway 45
interchanges has been postponed.  The funds for upgrading these
intersections come from the highway safety fund, and due to the fact
the hazard rating is now low, these interchanges have dropped in
priority.

The water project has been completed except for the painting of the
water tower and the restoration work.  The tower will be painted in
blue and white-the colors chosen by the ladies on the Board!!

Public education on Stormwater Management will continue.  In addition,
outfalls will be inspected yearly and twice a year the buildings will
be checked for compliance.  The Town meets the present standards and
the future standards that have been established.

The Town of Friendship/Fond du Lac yard waste site will be open from
April 17 through November 13.

One question arose as to whether the Budget in the Board Audit showed
the monies set aside to pay bills.  It does not.  Only monies set
aside for the present year are shown.

Several residents expressed concerns over the City ambulance costs and
the impact on the Town.  The recommendation was made to monitor the
situation and check on other options.

OLD BUSINESS

Fire Chief Craig Sanborn noted that the County Representative for the
Town of Fond du Lac has not come to any meetings and has shown little
interest in Town matters.

NEW BUSINESS

Rick Pfeiffer stated that the water issue along Canterbury Drive in
the Robertís Subdivision has worsened.  The drain tiles were evidently
not installed properly and water sits in the backyards instead of
draining to the catch basin.  Chairman Manske stated that several
water line breaks have occurred in this area and may be causing some
of the problems.  This matter is being checked.  In addition the site
and drainage plans are being reviewed and the County will be
addressing whether the plans were correctly implemented.  Several
residents in the area expressed frustration over the Villageís
apparent lack of cooperation in the matter. Chairman Manske noted that
the matter will be addressed this spring as soon as the County can get
into the area.

Joel Ryan requested that speed limit signs be posted on River Road. 
Chairman Manske will have the Town Roadman put up 55 MPH signs.  This
posting will allow the Sheriffís Department to pick up speeders.

The next Annual Meeting was scheduled for the second Tuesday in April
of 2011 at 7:00 pm at the Town Hall. 

There being no more business, motion was made by Bob Giese and
seconded by Jim Supple to adjourn the 2010 Annual Meeting.  Motion
carried.
