PLANNING COMMISSION Town of Fond du Lac MINUTES January 25, 2006 Subject: Alexander & Bishop, Concept Plan Chairman Tom Francis called the meeting to order at 7:00 pm. Members present were Don Schoepke, Gary Blazer, Tom Francis, Patti Supple, and Chuck Schob. Secretary read the notice, acknowledged the receipt of fee and notices sent to residents and notice to the paper. Ed Bowen presented the Concept Plans for a retail and restaurant establishment next to Action Advertiser. He noted that there are plans for acceleration/deceleration lanes on Rolling Meadows Drive. He added that drainage plans will be handled be Eric Otte. There are plans for two buildings on the site. A 4000 sq. ft. area for one to two businesses-one being a restaurant, and a larger building with seven to eight businesses. He is aware of the water service situation in this area. Time frame for construction is March of 2006 with completion in the fall of 2006. After discussion, the Plan Commission noted that a landscape plan will be needed, drainage plan with elevations and topographic study, parking requirements, definite entrance which meets the requirements of distance from Highway 23, acceleration and deceleration lanes on Rolling Meadows Drive, lighting requirements met, and confirmation of County and DOT approvals. There is also a possibility of covenants and development agreements. Jim Rickmeyer was concerned about drainage problems increasing on his property due to the construction on the aforementioned property. He also raised concerns over increased traffic flow on Rolling Meadows Drive. He noted that the traffic situation is already bad, and increased business on this road could create a hazard. Dan Lichtenwald noted that the one exit/entrance on Rolling Meadows Drive could create problems. Harold Schmitz noted concerns over traffic at the Highway 23 intersection, traffic flow on Rolling Meadows Drive, drainage concerns, and water pressure concerns. Motion was made by Frances and seconded by Schob to approve the concept plan contingent on the requirements noted in paragraph 4 above. Motion carried on voice vote, 5 aye. It was further noted that Alexander & Bishop retains ownership of the buildings and leases out the units. Motion was made and seconded to adjourn. Motion carried.
