March 14, 2007 Workshop Meeting
TOWN OF FOND DU LAC FOND DU LAC COUNTY WORKSHOP MEETING MARCH 14, 2007 7:00 PM The Workshop Meeting was called to order by Chairman Harold Manske. Present were Chairman Manske, Supervisors Phyllis Giese and LeRoy Schmitz, Clerk Patti Supple, Treasurer Mel Buechel, Attorney John St. Peter, Chris Kaempfer and Mike Tolvstad and various Town residents. Confirmation was made of open meeting notice. Chris Kaempfer of Kaempfer & Associates presented information on the area to be serviced by a water tower. Attorney St. Peter noted that Mr. Keenan had a question concerning the financing of the project-specifically who would be paying for the Tower. Repayment could be done by impact fees, special assessments and or a mil tax on residents within the district. Attorney St. Peter reported that a utility district does not have special assessment powers so any special assessments would need to be approved by the Town Board. He also noted that the Town Board would sit on the Board for the Utility District. Mr. Keenan asked whether approval has been obtained from the Public Service Commission. Paperwork has been submitted. Mr. Kaempfer presented a pamphlet outlining the area to be serviced by the water tower. He noted that the number of subdivisions in the area and individual wells could cause problems in the future. Some of the problems are introduction of bacteria into the aquifer, which can cause odor problems and loss of pressure and the lowering of the aquifer. He reminded the Board that the City of Fond du Lac is competing for water in this area. The City is still trying to determine whether deeper wells will be needed, or whether to use the water from Lake Winnebago. Mr. Kaempfer also noted that with the number of empty lots in subdivisions it would be advantageous to the Town to provide water instead of individuals drilling wells. In a project scope sheet benefits of the Tower were delineated. Benefits included the protection of the present water supply, better fire protection with fire hydrants, and a water system in place instead of drilling numerous new wells. It was recommended that Dave Wagner be contacted for more information on financing and bond issues. Mr. Keenan asked whether North Fond du Lac has a radon problem. They do, but it is rectified through mixing water from there present wells. He also wondered whether NFDL could handle the new system. They can. After more discussion, it was recommended that Mr. Wagner be contacted for a more up to date financing proposal, and that a Public Hearing be held to present information from both Mr. Wagner and Mr. Kaempfer. Clerk Supple presented a draft of the Board Audit for final review before printing. Motion was made and seconded to adjourn. Motion carried. Submitted by Patti Supple, Town Clerk
