March 26, 2007 Town Board Meeting & Workshop w/Town of Lamartine
TOWN OF FOND DU LAC FOND DU LAC COUNTY TOWN BOARD MEETING MARCH 26, 2007 7:00 PM Chairman Harold Manske called the Town Board Meeting to order. Present were Chairman Manske, Supervisors Phyllis Giese and LeRoy Schmitz, Clerk Patti Supple, Treasurer Mel Buechel and various Town residents. Confirmation was made of open meeting notice. Action on the Jurisdictional Transfer Resolution was tabled for more information. Motion was made and seconded to Adjourn to the Joint Workshop Meeting. Motion carried. JOINT WORKSHOP MEETING TOWN OF FOND DU LAC AND TOWN OF LAMARTINE The Meeting was called to order by Town of Fond du Lac Chairman Harold Manske. Present were Town of Fond du Lac Board members; Chairman Manske, Supervisors Phyllis Giese and LeRoy Schmitz, Clerk Patti Supple and Treasurer Mel Buechel, Town of Lamartine Board members; Chairman Ed Montsma and Supervisors Frank Bartzen and Mike Suprenand, and various residents of the Town of Fond du Lac, and the Town of Lamartine. Confirmation was made of open meeting notice. Chairman Montsma reported that the water issue in the ditches along Townline Road has been an ongoing problem. He reported that he met with the DNR two weeks ago and walked the roadway and reviewed the water problem in the ditches. He noted that the grade falls about 6 inches to the west and that while the ditch is overhung with brush, the ditch itself is clean. He also noted that at times, the water from the river rises into the ditch and marshy area. Some recommendations discussed were the cleaning out of the culvert on the Fond du Lac side and lower it about 1 foot, on the Lamartine side moving a culvert closer to the road and installing a bigger culvert, having the Lamartine residents lower their culverts and install larger culverts, or having the ditch flow changed to flow to the river. The main concern of all the residents was the Stillwater Estates subdivision and the potential increase in water flow. The FDL Town Board assured the residents that two engineering firms had reviewed the plans for the retention ponds and water calculations and had determined that the subdivision would handle the water on site. The Town ordinance states that any new subdivision could not cause any more water flow onto adjoining properties. After discussion, it was determined that until the subdivision ponds and drainage is finished, and the exact water flow is known, no plans can be made in the ditching along Townline Road. It was recommended that a joint meeting be held this fall to assess the situation. It was requested that the Lamartine Clerk be notified when the final signed plans for Stillwater Estates are available for inspection. Motion was made and seconded to adjourn. Motion carried.
