April 4, 2007 Workshop Meeting
TOWN OF FOND DU LAC FOND DU LAC COUNTY WORKSHOP MEETING APRIL 4, 2007 6:00 PM The Workshop Meeting was called to order by Chairman Harold Manske. Present were Chairman Manske, Supervisors Phyllis Giese and LeRoy Schmitz, Clerk Patti Supple, Treasurer Mel Buechel, Attorney John St. Peter, Chris Kaempfer, Mike Tolvstad, Dave Wagner and various Town residents. Confirmation was made of open meeting notice. Chris Kaempfer presented a map of the proposed water district which encompassed all the new growth in the area of the west side of the Town. He noted that existing well owners would not be required to hook up to the new system unless their wells failed, or they wanted to hook up due to poor pressure or poor water quality. In the existing subdivisions, the lines would be put in by the Town/water district. He proposed a front foot charge as well as a water service charge. Dave Wagner of Ehlers & Associates presented the financing report. He recommended an area wide special assessment to all properties within the utility district plus a tax levy or fire protection fee. He noted that the “old users” should not have to subsidize the “new users”. The present well owners would only pay the mil tax rate. Hook ups can connect when they need service, or after a time limit set by the district, or when the property sells. They would still pay the special assessment. The Board discussed the need to review the agreement with the City of Fond du Lac concerning the lines along the north side of Highway 23 within the City growth area to determine whether the properties could be assessed a tax rate or fire service fee. It was recommended that the Public Service Commission be notified of the plans before a public hearing is held. Mr. Wagner will handle the paper work and a conference call with Chairman Manske, Attorney St. Peter, Mr. Kaempfer and Mr. Wagner and the PSC will be planned. The recommendation was to use a 10 year plan for financing and to check with National Exchange Bank to see if they are interested in financing and what their interest rate wouldb e. Dates recommended for the public hearing were May 15th or 23rd at 7:00 pm at the Town Hall. Motion was made and seconded to adjourn. Motion carried. Submitted by Patti Supple, Town Clerk
