MONTHLY MEETING
DECEMBER 13, 2010
7:00 PM
The Monthly Meeting was called to order by Chairman Harold Manske.
Present were Chairman Manske, Supervisors Phyllis Giese and LeRoy
Schmitz, Clerk Patti Supple, Treasurer Jody Roffers, Attorney Matt
Parmentier and various Town residents. Confirmation was made of open
meeting notice. Minutes from the previous meeting were approved as
presented.
Larry Kaatz is willing to plow snow for the Town.
Tom Lanser from Gremmer and Associates presented information on the
reconstruction of Pioneer Road and the impact on the Town Hall.
Gremmer will be inspecting the reconstruction as well as doing the
design work. An underpass will be constructed under the railroad
tracks with a new bridge being constructed east of the Town Hall. A
four land divided highway will run from Hickory to Morris with four
lanes from Morris to Main St. Two roundabouts will be constructed,
one on Morris and one on Hickory. Both will be geared to handle truck
traffic. Final design plans will be sent in February with plans to
bid out the project in June of 2011. Construction will begin on
August 1, 2011 with completion planned for November 2012. Traffic
will be shut off on Pioneer Road from August 1 through November 2011.
Cross traffic will still be allowed as access points. The City,
County and Town will need to pursue mutual aid during this time for
access and storage on emergency vehicles. At the Town’s request, Mr.
Lanser will try to have Pioneer Road open to the Town Hall in time for
the November Presidential election.
Also discussed was a storm sewer drain set up to drain water off the
Town property. The possibility of a storm water lateral from the Town
Hall was also discussed. It was noted that the real estate appraisal
doesn’t include moving of the flag pole. A special note will be added
to indicate that if damaged, the flag pole will be replaced at no cost
to the Town.
Motion was made and seconded to table the resolution approving the
appraisal report on the Town Hall land acquisition including moving
the sign, landscaping and temporary easement until the above mentioned
additions are added and the Town Attorney reads the report. Motion
carried.
Kaempfer and Associates prepared the status report for the Water
Utility project and sent it to the Board members for review. A freeze
protection devise is being added to the Tower at no cost to the Town.
The fence around the tower will need to be fixed. There was no new
information on the SCADA system.
Motion was made and seconded to approve the following residents as
poll workers for 2011/2012: Mary Karrmann-Chief Inspector, Cathy
Streblow-Chief Inspector, Marlene Berenz, Sandra Weninger, Shirley
Gurath, Joanne Steenburg, Barb Woehlke, Loretta Fatke. Loretta
Koenigs, Virginia Knecht, Karen Arrowood, Rita Gross-Hahn, Betty Ryan,
Sheila Seefeldt, and Robert Giese. Motion carried.
Motion was made and seconded to approve a resolution renewing the
NEWSC membership at a cost of $500.00. Motion carried. It was noted
NEWSC membership will aid in the new permit interpretations.
After review, motion was made and seconded to approve the Boyke CSM
for the property on Reinhardt Road. Motion carried.
Motion was made and seconded to transfer the following funds from the
General Account: $50,000.00 to the Road, Bridge, Culvert & Eq. fund
and $50,000.00 to the Fire Department Equipment fund. Motion
carried.
The topic for the Stormwater monthly information update is proper
ditching erosion control.
Board members attended the December Town’s Association meeting.
No upcoming meetings planned for the Board of Appeals or Planning
Committee.
The Town Caucus will be held on January 8, 2011 at 11:00 am.

Motion was made and seconded to approve the Financial Report. Motion
carried.

Motion was made and seconded to approve the Payment of Bills. Motion
carried.
Motion was made and seconded to adjourn. Motion carried.
