September 24, 2007 Workshop Meeting
TOWN OF FOND DU LAC FOND DU LAC COUNTY WORKSHOP MEETING SEPTEMBER 24, 2007 7:00 PM The Workshop Meeting was called to order by Chairman Harold Manske. Present were Chairman Manske, Supervisors Phyllis Giese and LeRoy Schmitz, Clerk Patti Supple, Treasurer Mel Buechel, Attorney John St. Peter, Mike Tolvstad, Chris Kaempfer, Dave Wagner, Guy Schmitt and Harry Lange. Confirmation was made of open meeting notice. The beginning general comments included, moving the tower to a different location, a town wide tax, and delaying payment for transmission lines in front of properties that don’t hook up to water. Chris Kaempfer discussed locating the elevated storage tank on Brown Road. He noted that transmission lines would be run to the tank for water. Other improvements would be to fill in dead ends to “loop” the system which would improve lines on Highway 23, Esterbrook Road, Dixon Road, Forest Avenue Road and by Arby’s and Culvers, add a 12” line on Highway 23, make water available to existing subdivisions and new subdivisions and would allow for hookup to the system if wells fail. Dave Wagner discussed the financing options. One option is to break the costs into two parts: system wide costs of @ 2 million dollars which could be paid town wide and within the utility district, and individual costs of @ 1 million dollars which affects only the utility district residents. ( Individual costs could be deferred special assessments.) It was recommended to check with banks on special assessments and whether they are paid immediately upon the sale of the property or can be carried. It was also noted that the initial funding is a promissory note or anticipation note which is converted to a bond. It was decided to have Mr. Kaempfer check into projected costs and have Mr. Wagner check into financing costs with some being town wide costs, utility district costs and possible impact fees. Another Workshop Meeting was scheduled to review these updates on October 23 at 5:00pm. Clerk Supple presented an update on the Town’s Association Christmas party. The recycling/garbage pickup requirements were discussed. It was recommended to obtain proposals for pickup weekly with rolling bins for both recycling and garbage, weekly garbage pickup and every two weeks pickup for recycling (with rolling bins), and garbage pickup only. Proposals will be sent out. Compensation for employees was discussed. The recommendation was to give Rocky Schmidt a $.25 per hour raise and a $1000.00 savings bond. Treasurer’s Assistant Jody Roffers will be offered $20.00 per hour to assist with tax collections and tax related duties beginning October 15, 2007. After January 1, 2008 her duties will expand to include learning all duties of the Treasurer’s position. This will be an open term of employment with a minimum 30 days notice written notice of termination. There being no more business, motion was made and seconded to adjourn. Motion carried.
