February 8, 2010 Monthly Meeting
TOWN OF FOND DU LAC FOND DU LAC COUNTY MONTHLY MEETING FEBRUARY 8, 2010 7:00 PM The Monthly Meeting was called to order by Chairman Harold Manske. Present were Chairman Manske, Supervisors Phyllis Giese and LeRoy Schmitz, Clerk Patti Supple, Treasurer Jody Roffers, and various Town residents. Confirmation was made of open meeting notice. Minutes from the previous meeting were approved as presented. Don Schmitz questioned whether the county-wide assessment bill was still on the table. Chairman Manske reported that Representative Spanbauer just reported that the county wide assessment bill has been cancelled. Dean Birschbach asked for the height of the new water tower. Supervisor Schmitz reported that it is about 135 feet. Chairman Manske added that the Tower is just under the required height for adding a light to the top for aviation sighting. Loretta Koenigs asked if Harry Schmitz has cleaned up his property per the County requirements. So far the property has not been cleaned and the deadline of February 4, 2010 has passed. Don Schmitz asked what the County is requiring. Chairman Manske reported that the County has issued a letter requiring cleanup of the site including the trailer, garbage and the old Northwest Supply building. Ken Steblow asked about the extra $7.00 on the septic system review billing. This was added to cover costs for the County paperwork. The Public Information pamphlet for the stormwater management for this month is using the Clean Sweep program to dispose of unwanted materials when spring house cleaning your garage, basement and outbuildings. Chairman Manske reported he will be attending an ECRP meeting on Wednesday. Upcoming meetings include February 10, at 2:00 pm a preconstruction meeting for the sewer and water extensions into the County Industrial Park, February 16, the City and Townships will meet for an ambulance meeting, Taycheedah, Friendship and Fond du Lac will meet for a Stormwater update, Sanitary Districts 3 and 6 will meet and on February 17 the North Fond du Lac Ambulance committee will meet. Jim Supple reported that he had an email from Ernest Clarenbach from County Code Enforcement stating that Harry Schmitz had contacted him stating he had a building permit for the old Northwest Supply building issued by the Town of Fond du Lac with no expiration date. Mr. Supple was told to report to Mr. Clarenbach that Mr. Schmitz has no valid building permit. The Planning Committee will be meeting to review the Boysa Apartment plans, development agreement and CSM. Future meetings will include rezoning of property for a cellular tower, updating the burning ordinance, outdoor wood burning furnaces ordinance, and firing off guns in a subdivision. There are no Board of Appeals meetings scheduled. No annexations. No update on road projects except plowing the projected 6 to 10 inches of snow predicted for Tuesday. Don Schmitz commended the Town for the ditching on River Road extension. No CSM maps or licenses. Supervisor Giese reported that lots of trees are coming down on Winnebago Drive with the reconstruction. Fire Chief Sanborn reported that Prairie Road is losing lots of trees also. There will be a Sanitary District #6 and #3 meeting on February 16 at 5:00 pm. Eight out of 12 residents in SD #6 have already hooked up. Don Schmitz asked whether lines had been taken to the dead end road off Highway 175. Chairman Manske reported that lines were taken to the area. Clerk Supple reported that the change order contract for AECOM for time and materials has been signed and returned to AECOM. Tim Mathweg has returned the signed snowplowing agreement. Mary Jo Kraus from St. Peter Law Firm had questions concerning the Esterbrook Estates Addition 1 assessment letter. After discussion by Board members, it was determined that Mr. Mathweg has not signed the agreement dealing with this matter and no action can be taken until the matter is resolved. Clerk Supple also handed out a new nuisance bill signed by the State that would allow the Town’s to deal more efficiently with nuisance matters such as junk in yards, etc. Chairman Manske reported that April 19th to the 23rd is Severe Weather Awareness Week. He added that even with the poor economy 15 new house permits were issued in 2009 and a total of 180 actual permits issued. This is down from other years. Supervisor Schmitz noted that a cost estimate for extending the water line to Esterbrook Estates Add. 1 should be sought. FINANCIAL REPORT: January 2010 General Account: Received $608,988.39 Orders 601,728.65 Balance 28,844.41 CD: $340,000.00 Road, Bridge, Culvert & Eq.: $393,314.85 Park: $6,686.39 CD: $15,058.42 Recycling: $1.00 FEMA payment received for $26,895.00 Motion was made and seconded to approve the Financial Report. Motion carried. PAYMENT OF BILLS: Bills: $93431.10 Wages: $11,076.59 Motion was made and seconded to approve the Payment of Bills. Motion carried. Motion was made and seconded to adjourn.
