MONTHLY MEETING
MARCH 9, 2009
7:00 PM
The Monthly Meeting was called to order by Chairman Harold Manske.
Present were Chairman Manske, Supervisors Phyllis Giese and LeRoy
Schmitz, Clerk Patti Supple, Treasurer Jody Roffers, Attorney John St.
Peter, Jeff Wolford, and various Town residents. Confirmation was
made of open meeting notice. Minutes from the previous meeting were
approved as presented.
Ron Giese stated that since last fall he has requested that some trees
in the Town right of way on Grove Street be removed before more damage
is done to his property. Chairman Manske will have Rocky Schmidt
check into the situation.
Bob Streblow reported that his fire number sign has been destroyed.
The Clerk will order a new sign.
Clerk Supple reported that she called the County Treasurer concerning
Mr. Jerry Keenan’s question on the “other” charge on the tax bill.
They reported that this is the first time the “other” column has been
used, and will check into using a better description in the future.
Don Schmitz reported that the residents on CTH D have been notified of
the drainage issues in the area.
Treasurer Roffers asked for an update on the return of the Mashuda CD.
The bond has been held by the Town until the pipes in the Mashuda
pond are transferred to the ponds by the Schmitz development. Fire
Chief Craig Sanborn was asked to find out when the work can be
completed so that the CD can be released.
Jeff Wolford presented the Water Utility update. The safe drinking
loan program application has been filled out. Under the stimulus
program, a grant for the water tower is potentially available. The
guidelines for application have been met, and the prevailing wage rate
needs to be reviewed. The design report was submitted to the DNR by
Kaempfer & Associates. A request for a height variance has been
submitted to the County. Bid specifications for the water tank will
be sent on March 16 with the bid opening being done on April 7th.
Bids will be awarded at the Village Board Meeting on April 13th in
North Fond du Lac. The Brown Road transmission line bids will be
advertised in April with the bids awarded in May. The drainage on the
new tower site is being reviewed. Ditching will be required to
provide flow from the property. There will be a need to clean out
ditches and culverts as well as replacement of one culvert under Brown
Road.
The requirement for hook up and assessments along Esterbrook Road was
reviewed. All empty lots will be required to hookup as building is
done, those residents with wells will receive a deferral until hookup,
lots within the subdivision will be assessed if the lines go into the
subdivision. It was recommended that Mr. Wolford contact Jim Roberts
to see if he wants the lines to be added to his subdivision. The
assessments will be figured once the bids are approved.
The Engagement Letter with Bond Counsel for the GO Water System
Promissory Note (Safe Drinking Loan) was reviewed. Attorney St. Peter
recommended approval. Motion was made and seconded to approve the
promissory note. Motion carried.
There was no update on the Esterbrook Estates Add. 1 sewer system
payments. The options provided by the Town and SD #3 were forwarded
to Mr. Mathweg’s Attorney, but no reply has been received.
Chairman Manske reported on the Stormwater permit requirements. He
reported that by 2009 20% of the pollutants in stormwater must be
filtered out, and by 2013 40% must be filtered. All agricultural land
is exempt from this report. It is hoped the County will allow the
Townships to “piggyback” on their ordinance.
Supervisor Schmitz attended the Town’s Association Meeting. He
reported that the Stormwater requirements were discussed and that a
Board of Appeals seminar is scheduled for May 26th. It was noted that
Board of Appeals Chairman Tony Koenigs attended a zoning seminar.
Chairman Manske reported that the monies from the State will remain
the same for this year, but with the new proposals, up to 15% could be
lost for 2010/2011. The Town, will be allowed to increase its mil tax
by 3%, however.
No meetings are planned for Board of Appeals or Planning. No
annexations.
Chairman Manske reported that the Town will redo roads along Winnebago
Drive as soon as the State and County complete the upgrades on
Winnebago Drive. The TRIP notice for Brown Road will be posted in the
paper.
The Certified Survey Map for Ethel Reschke Estate was denied until the
property can be rezoned to meet town codes.
No license applications were received.
Sanitary District #3 will meet on March 17, 2009 at 4:30 pm.
Clerk Supple reported that there will be an election on April 7, the
newsletter has been sent to the printer, and a multi-page survey has
to be filled out for handicap accessibility of the Town Hall for
elections.
Chairman Manske reported that April 20-24th is Tornado Awareness Week,
Habitat for Humanities is selling cookies, FDL County Economic
Development is having a dinner and informational meeting, and he has
received letters selling gravel.

Chairman Manske reported that the Town needs to seek an estimate for a
new roof for the Town Hall.
