MONTHLY MEETING
JULY 9, 2007
7:00 PM

The Monthly Meeting of the Town Board was called to order by Chairman
Harold Manske.  Present were Chairman Manske, Supervisor Phyllis
Giese, Clerk Patti Supple, Treasurer Mel Buechel and various Town
residents.  Supervisor LeRoy Schmitz and Attorney John St. Peter were
absent.  Confirmation was made of open meeting notice.  Minutes from
the previous meeting were approved as presented.

Clerk Supple presented a petition from the residents of Garden Drive
requesting that part of the road become a cul-de-sac, and the entrance
by Schmitty’s Oar House be made into a dead end, two way street. 
Chairman Manske recommended that the petition be turned over to
Attorney St. Peter for review.  Supervisor Giese reported that when
the bypass  goes through, Schmitty’s will lose their driveway access
to Winnebago Drive.  This matter will need to be reviewed.

Don Schmitz noted that the road side weeds have been cut, and that
the Olmstead and Homiston Cemetaries are being well maintained.

CPA Gib Hietpas presented the official Town Audit for review.  He
gave an overview of the Town accounts and discussed the new format the
State requires for Town audits.  He noted that the Town could not
access a mil tax for construction of the new Town Hall due to the
Governor’s tax limits, but that the Town Board designated funds for
the new Town Hall.  John Eilert asked where the monies from the
Sanitary District billing goes.  It was noted that each sanitary
district keeps track of its own funds and spending.

HNTB still has not set a date for the noise evaluation of the Fondy
Sports Complex or the Miranda Way trucking business.  It was noted
that it may be difficult to get accurate readings from the Fondy
Sports Complex unless the exact location of the track can be
determined.  Chuck Schob noted that while the business is not listed
as a approved business in commercial zoning, the fact is that it is an
established business.  Several residents expressed concern over the
monitoring of the noise levels, and the monitoring of privately owned
go-karts brought onto the track.  Chairman Manske stated the Board
will take these concerns under advisement.

There has been no update on the water tower project.  A workshop
meeting will be scheduled to review recommendations by Dave Wagner of
Ehlers & Associates and Kaempfer & Associates as soon as they are
received.

All statements and rebuttals have been received by the judge in the
Harry Schmitz lawsuit, and judgment will be on July 10, 2007.

No update on the Esterbrook Estates Addition 1.
Still waiting for word from HNTB on the date for the noise studies.

Attorney St. Peter received a letter form Samson & Sons Builders
concerning the partially completed duplex.  They are requesting that a
state inspector be used on the project instead of the Town’s
inspector.  It was noted that the extension granted to Samson & Sons
Builders runs out August 8th.

Pictures of the fencing that Mr. McArthur would like to construct
around his shed were reviewed.  The recommendation was to put this
matter on the August agenda for action.

Chairman Manske reported that he attended the June 27th meeting
concerning the Highway 151 bypass.  The next meeting is scheduled for
August.

The Board of Appeals will be meeting to review a request from
Alexander Bishop concerning signage for their retail business on
Rolling Meadows Drive.  The Planning Committee will be meeting to
review the rezoning request for property on Esterbrook Road, and to
review possible additions to the sign ordinance and a pool ordinance.

No annexations.

Don Schmitz recommended that the Town paint the road edges and center
lines.  Chairman Manske reported that Garden Drive reconstruction is
on hold until the petition is reviewed.  Motion was made and seconded
to redo Martin Road at a cost of $120,597.00.  Motion carried.

The Ralph and Lucille Loehr CSM was reviewed.  Motion was made and
seconded to approve the CSM.  Motion carried.

No licenses.

Sanitary District #3 is checking the manholes on Highway 23 for
leaks.  It was recommended that those on Forest Avenue by the airport
also be checked.

The Clerk reported that a meeting of Emergency Management is
scheduled.  Calpine has declared bankruptcy.  Alexander Bishop has
returned a signed copy of the covenants for the retail business on
Rolling Meadows Drive, along with a check for $3000.00.

Supervisor Giese recommended that the Fire House doors and the
bathrooms at the Prairie Road firestation be painted.

Motion was made and seconded to approve the Financial Report.  Motion
carried.

Motion was made and seconded to approve the Payment of Bills.  Motion
carried.

Motion was made and seconded to adjourn.  Motion carried.
