MONTHLY MEETING
MAY 12, 2008
7:00 PM
The Monthly Meeting was called to order by Chairman Harold Manske.
Present were Chairman Manske, Supervisors Phyllis Giese and LeRoy
Schmitz, Clerk Patti Supple, Treasurer Jody Roffers, Attorney John St.
Peter, and various Town residents. Confirmation was made of open
meeting notice. Minutes from the previous meeting were approved as
presented.
Dick Spanbauer a candidate for the office being vacated by Carol
Owens presented his positions on pertinent issues.
Loretta Koenigs asked for an update on the partially completed duplex
on Esterbrook Road. Attorney St. Peter reported that the property is
in foreclosure and that the Bank is determining whether it is feasible
to complete construction or tear the building down.
Fire Chief Craig Sanborn reported that he will be attending a meeting
with the City of Fond du Lac concerning the emergency services on
Highway 41. Action was tabled until the June meeting.
Jeff Wolford of Kaempfer & Associates presented the status report for
the Water System Improvements. Among the updates were: the
pre-design report was submitted to the WDNR and approved by same,
notice was submitted to the U.S. Department of Transportation FAA
division and the WI Department of Transportation Bureau of Aeronautics
concerning the elevated storage tank, a site for the storage tank has
been determined and survey and geotechnical work is underway, WDNR is
reviewing the specifications for the tank, the various governmental
entities have been notified of the proposed location of the
transmission lines, and a proposed special assessment map has been
designed. These monthly updates will continue throughout the project
as needed. Comments from Town residents included concern over notice
to residents of special assessment meetings so they can be kept up to
date, the aquifer being depleted with the addition of more wells, the
need to add undeveloped lots in some of the newer subdivisions to the
list of potential users, the location of the tower, and disturbing the
land around the river. Before any decision can be made about
assessments all the facts and figures need to be reviewed.
The need for an impact fee was discussed. A copy of the Sun Prairie
ordinance can be used as a format for the Town’s impact fee ordinance.
Attorney St. Peter noted that monies can be used to offset cost of
the rate schedule, water fees, and plant capacity etc. By determining
the cost of the project, a formula can be put in place to access fees.
A workshop will be planned to review the ordinance.
After review, motion was made and seconded to approve the amendment
to the North Fond du Lac water services agreement to include the new
water tower and transmission lines and the updated service agreement.
Motion carried.
Motion was made and seconded to amend the Kaempfer & Associates
contract to include the plans for the County Industrial Park. Motion
carried.
East Central Regional Planning will be meeting on May 14 at 1:00 pm
to review the plans to expand the boundaries of SD #3 to include the
County Industrial Park. Clerk Supple reported that the Planning
Committee approved the concept plan for the County Industrial Park and
would be meeting on May 21st at 7:00 pm to review the Preliminary Plat
and development agreement.
The concept plans for the Fondy Sports Complex ATV track were
approved by the Planning Commission. On May 21st following the County
Industrial Park Planning Meeting the Planning Commission will meet to
review the Preliminary Plans and the development agreement for the ATV
track.
The County and City of Fond du Lac will be presenting their
recommendations for changes to the Highway 151 bypass. Neither, at
this time, agrees with the Town’s choice of overpasses at Martin Road
and County V and a clover leaf at Highway 45 interchange.
A HNTB test showed that the noise levels for Short & Sassy trucking
did not exceed the noise levels.
The Planning Commission will be meeting on May 21st to review the
preliminary plans for both the FDL County Industrial Park and Fondy
Sports Complex.
The Board of Appeals will be meeting on May 21st to review plans for
a garage on Brown Road on the Pinno property.
No annexations.
Patching is being done on roads.
The Certified Survey map from the DOT on Esterbrook Road was
reviewed. Motion was made and seconded to approve the CSM. Motion
carried.
After discussion, motion was made and seconded to approve the Class A
liquor license, cigarette license and soda license for the 151 Gas
Station. Motion carried.
After discussion, motion was made and seconded to approve the Class B
liquor license, cigarette license and soda license for Schmitty’s II
beginning July 1, 2008. Motion carried with Giese abstaining.
The next SD #3 meeting will be on May 15th at 4:30 pm.
Supervisor Giese asked when the notices for monthly meetings were
added to the web-site. It was noted that generally by the Friday
before the meeting notices are posted. Clerk Supple noted that SD #4
needs to have a commissioner reappointed.
