February 28, 2008 Workshop Meeting
TOWN OF FOND DU LAC FOND DU LAC COUNTY WORKSHOP MEETING FEBRUARY 28, 2008 7:00 PM The Workshop Meeting was called to order by Chairman Harold Manske. Present were Chairman Manske, Supervisors Phyllis Giese and LeRoy Schmitz, Clerk Patti Supple, Treasurer Mel Buechel, Attorney John St. Peter, Chris Kaempfer from Kaempfer & Associates, Dave Wagner from Ehlers & Associates, Mike Tolvstad from the Village of North Fond du Lac, and Town residents Chuck Schob and Fire Chief Craig Sanborn. Confirmation was made of open meeting notice. Attorney St. Peter noted that the goals of this meeting are to decide whether to proceed with this project, the scope of the project and the potential financing options. Also, if the project goes forward, a public hearing will need to be scheduled. Dave Wagner reported that with the addition of the Fondy Six and County Industrial Park, the initial cost estimates will vary greatly. Chris Kaempfer presented maps showing the potential service area, transmission lines, and tower site. If the project proceeds without any delays, the storage tank could be done by next spring. Mr. Kaempfer also showed the future industrial park site and the potential lines needed to service the project. He noted that cost estimates include those lines paid for by the Town residents, and those projected to be paid for by the County in the industrial park site. Various service area options were discussed. Dave Wagner presented several options for financing and paying for the water utility lines and tower. It was determined that Attorney St. Peter will need to provide an impact fee ordinance, Mr. Kaempfer will need to provide a needs assessment proposal, and that Mr. Wagner will need to forward a park impact fee for the Board’s review. Other needs are an agreement with the Village of North Fond du Lac concerning the purchase and maintenance of the Tower, finalizing a site for the tower and approving a pre-design contract with Kaempfer & Associates.
