The Monthly Meeting was called to order by Chairman Robert Giese. 
Present were Chairman Giese, Supervisors LeRoy Schmitz and Dave
Schmitz, Clerk Patti Supple, Treasurer Brenda Post, Attorney John St.
Peter and various Town residents.   Confirmation was made of open
meeting notice.  Minutes from the previous meeting were approved as
Tim Murphy questioned why a commercial business was allowed to conduct
business in a residential zoning.  He added that there is also heavy
industrial work being done in commercial zoning.  He would like the
Town’s Zoning Code to be enforced.  Chairman Giese said he would check
into this issue.  There was also a question on the application made by
Dufrane for a driveway permit and whether it included a rezoning.  It
does not ask for a rezoning.  A discussion on an official Town Zoning
Map ensued.  The Town is in the process of updating the Comprehensive
Plan and the Town maps.  The County has the current zoning on the
County website.  Rezoning changes are sent to the County and it is
expected the County will update the website in a timely manner.  Mr.
Murphy requested an updated copy of the zoning code.  Mary Leasa then
asked about the commercial operation of a business in residential
zoning in relation to the driveway access onto a Town road.  Attorney
St. Peter stated the Town is researching a solution to satisfy the
needs of both the residents in the area and the business.  Gremmer
Engineering has been hired to come up with some solutions to the
problem.  Jim Dreifurst from Dufrane Moving has agreed to pay for the
engineering costs.  Attorney St. Peter noted that the residents in the
area came to the Town for a solution, and the Town is looking for
answers.  Tim Murphy noted there is a lot of history in relation to
this property and the separation of commercial business  and
residential living.  Mary Leasa asked that  the driveway permit
application be denied tonight.  Action cannot be taken since it is not
on the agenda.  The trespassing issue was also raised, but the Town
has no jurisdiction to satisfy trespass.
Mary Gorske asked the Town Board to please review and revise the
Ordinance amending the definition of structures and buildings that was
adopted in December of 2015.  She stated it is not in the best
interest of the Town or Town Board to have this amendment and that she
feels the amendment is not the true intention of the Town Board.
Chairman Giese asked Fire Chief Craig Sanborn to inform the residents
of the fire protection rating that was recently updated.  Fire Chief
Sanborn reported that the Fire Protection rating had been upgraded to
the same rating as the City of Fond du Lac.  He had worked with a
company that does the rating and they reviewed the trucks, distance
from the stations to residents and hydrant pressure to get the rating
upgraded.  This was done at no cost to the Town, but the new rating
will help residents on homeowners insurance and should also help with
business and industrial growth in the Town.  Thanks to the Fire Chief
for his work in getting this upgrade approved.
Tony Koenigs asked about the Town web-site and possibly getting it
upgraded.  The Clerk is working with Town Web design on options for
The Dufrane driveway access is still being researched by Gremmer
The culvert flares on the Schaetzel property field access are lying
loose in the ditch.  A letter was sent, but no action has been taken
as yet to remove the flares or attach them.  Chairman Giese asked if
the roadman could move the flares which are blocking water flow.  They
can be moved by the Town if they are creating a hazard.
A letter was sent to Mr. Halfman at N7043 Winnebago Drive on March 14,
2016 giving him 30 days to clean up his yard and remove the unlicensed
vehicles and other junk scattered in his yard.  No response as yet. 
In December of 2012 Mr. Halfman was sent a letter with a list of what
could be kept on his property.  This has been an ongoing problem but
in cooperation with Mr. Halfman, in 2012-2013 he agreed to the list of
items he would be allowed to store on his property.  Unfortunately,
the piles of items have increased.  Motion was made by D. Schmitz and
seconded by L. Schmitz to have Attorney St. Peter send a formal letter
to Mr. Halfman after the 30 day response time has expired with legal
action delineated.  Motion carried 2 aye and Chairman Giese abstain.
Van Horn is working on the frontage road project.  The Board would
like more information on the progress of the project.
A title report has been completed on the Westfield Hideaway property
owners.  No analysis has been done as yet.  There is a possibility of
a closed session for the May meeting.
No update on the water system study.
The subject for Stormwater is “A waterway in your front yard”.
Chairman Giese reported that the 2016 road and parking lot projects
will include culverts on Brown Road, with a top coat being done to
Brown Road in 2017 funded partially with a State Grant.  Dead trees
are being removed in the Town right-of-way along with brush removal. 
Shouldering is being done.  Some ditching also may be done. Graveling
of Scott and Seefeldt Roads are also being done.  In cooperation with
the County, the Town Hall parking lot will be redone this year.  The
possibility of concrete in front of the Fire Truck doors is being
reviewed.  Total cost for the lot is estimated at $86,000.  Cost may
vary depending on the concrete in front of the fire doors or adding 2
extra inches of blacktop instead.  Also, trenching of a sewer line is
needed for the bay bathroom must be added.  Motion was made and
seconded to have the County repave the parking lot with the Chairman
checking into options for in front of the fire truck doors.  Motion
Motion was made and seconded to approve a raise of $1.00 per hour for
Poll Workers and Chief Inspectors.  Motion carried.
Motion was made and seconded to approve a pay raise of $10.00 per
meeting for the Board of Review and Planning Commission members. 
Motion carried.
Motion was made and seconded to approve the Contract with Excel
Underground to do locates for sewer and water facilities within the
Town of Fond du Lac and Sanitary District #3.  Motion carried.
Motion was made and seconded to remove the tax agreement portion of
the Development Agreement with Fondy Investments.  Motion carried.
The letter of credit for Fondy Investments was discussed since it
expires on June 15, 2016.  Motion was made and seconded to contact
Fondy Investments as to the status of final work on Streblow Drive or
renewal of the letter of credit.  Motion carried.  This matter will be
on the May agenda.  
Motion was made and seconded to approve Phase II of Streblow Lane
Estates.  Motion carried.
Motion was made and seconded to approve the operator’s license for
Bradley Kibler, Engies.  Motion carried.
The Town Clerk and the Poll Workers attended meetings concerning the
upcoming elections.  Chairman Giese thanked everyone for an excellent
voter turnout.
There are no Board of Appeals meetings planned.  The Planning
Commission will be meeting to review a parking lot construction for
Pit Stop Portables and the Dufrane driveway request.
Chairman Giese reported the web site updates are under review.  Clerk
Supple reported that there is a tractor mower safety class available. 
Roadman Schmidt took a safety class.  The alphabetical voter election
lines will be revised to a to L and M to Z for the next election. 
Other items for review are the Zagar ditch modifications and a
variance request from Badger Liquor on Morris Street.  Supervisor L.
Schmitz attended the Board of Review class.

Motion was made and seconded to approve the Financial Report.  Motion
	Bills:  $61,450.73  Wages:  $14,565.58
Motion was made and seconded to approve the Payment of Bills.  Motion
The Annual Meeting will be held on April 20, 2016 at 7:00 pm.
Cathie Seffern had questions on the bidding process for road projects.
 The Town doesn’t have to go through bidding processes if the County
does the work.  In most cases, the Town has found the County is the
low bidder on projects.  In regard to the locate contract, there is a
limited number of businesses capable of doing locates.  Three
companies locally were contacted.  Excel Underground was hired since
they can do locates on the water utility lines that do not have tracer
wire.   This contract is not subject to competitive bidding.
Loretta Koenigs asked why the notice for the Annual Meeting was not
posted.  It is posted in the notice box at Fire Station 2 and at the
Town  Hall as well as in the Reporter.
Attorney St. Peter will present updates on the Intergovernmental
Agreement with maps at the Annual Meeting.
The Town Board intends to convene into closed session pursuant to Wis.
Stat., § 19.85(1)(g) for the purpose of conferring with legal counsel
for the Town who is rendering oral or written advice concerning
strategy in litigation in which the Town is or is likely to become
involved and pursuant to Wis. Stat., § 19.85(1)(e) for the purpose of
deliberating or negotiating the purchasing of public properties, the
investing of public funds, or conducting other specified public
business, because bargaining reasons require a closed session.  In
closed session, the Board will discuss negotiations with the City of
Fond du Lac regarding the existing Intergovernmental Agreement. (Roll
call vote required)  ‘

After the closed session, motion was made and seconded to adjourn.
