The Monthly Meeting was called to order by Chairman Robert Giese. 
Present were Chairman Giese, Supervisors LeRoy Schmitz and Phyllis
Giese, Clerk Patti Supple, Treasurer Jody Roffers, Attorney Matt
Parmentier and various Town Residents.  Confirmation was made of open
meeting notice.  Minutes from the previous meeting were approved with
one change.  The addition on Dean Birschbach to the list of those who
cleaned up the Town Hall and Firestation #2.  
Noreen O’Brien from the UW-Extension provided information on a water
sampling survey the Extension would like to send to a select group of
County residents.  The Extension is asking for a $200.00 contribution
from the Towns to defray the cost of postage, printing and data
analysis of the reports.  This matter will be on the June agenda for
consideration.
Jason Schmidt of Meadowview Estates reported the gravel on the roads
in the subdivision is lower than the road base and the road edges are
deteriorating.  He also noted he will be removing the fence in the
Town right-of-way and placing on his property per Charlie Martin’s
recommendations.  He also asked if the speed limit could be reduced on
CTH T.  He was directed to contact the County Highway Department on
this matter.
Regan Arndt asked if the Van Horn frontage road would be discussed. 
The matter will be discussed under the Blue Heron apartment project.\
Tim Mengert noted he marked a broken fence post marker on the north
east corner of Esterbrook and Brown Road for Rocky to remove.
John Wehner was present to discuss the discontinuance of the east 510
feet of West Grove Street.  Mr. Wehner reported that at no cost to the
Town, a gate and fence would be constructed on West Grove Street to
limit public access to airport property.  In addition to the fence and
gate, a cul-de-sac will be constructed and the road will be widened. 
Supervisor Schmitz felt there should be compensation for the loss of
State aid on the road.  He recommended the County take over the
Rogersville Road Bridge repairs and fence costs.  Mr. Wehner said
while he was not opposed to the request, he could not address the
issue at this time.  Motion was made by Chairman Giese and seconded by
Supervisor Schmitz to approve the Resolution vacating the east 510
feet of West Grove Street.  Motion  carried.  This matter will be
finalized at the July meeting per Statute requirements.
The Blue Heron project was discussed.  The Town’s Attorney recommended
signing a reimbursement agreement with Charlie and Steve Boysa
concerning the Blue Heron apartment project.  Motion was made and
seconded to approve the agreement.  Motion carried.  Chairman Giese
reported on a joint meeting held with himself, Clerk Supple, Tom
Janke, Pete Kuen, Steve Boysa, Charlie Boysa and Matt Parmentier.  The
meeting was held to discuss the potential road access points for the
apartment expansion on the west side of CTH T and the Van Horn
frontage road.  The County has a 600 foot rule between driveways and
roads on a County road.  The proposed access points for this project
do not meet this requirement.  It was decided to have the County, the
Boysa’s and Van Horn discuss various options and bring them to the
Town Board for review.
Permit Issuer/Code Enforcement Officer Jim Supple updated the Board on
the Zeleske shed issue.  It was noted that the matter is in litigation
and will be discussed in a closed session after the Monthly Meeting. 
Letters were sent to Eric Koehler concerning a lack of permit for some
home remodeling and to Jason Schmidt concerning a split rail fence in
the Town right-of-way.  Mr. Koehler came in for the proper permits,
and the Schmidt issue is being resolved.
Motion was made and seconded to approve the settlement agreement and
release for Contract revision #9.  Motion was made by P. Giese and
seconded by Schmidt to approve the  settlement agreement and release. 
Motion carried.
The status report was reviewed for the Water project.  There will be
one or two more status reports before a final walk through with
Kaempfer, the Village and the Town.
Motion was made and seconded to accept the resignation of Jeff Brincka
from the Sanitary District #4 Board and appoint Mark Schroeder to fill
out his term.  Motion carried.
A letter was received from the property owners on Emery Lane
concerning the reconstruction of the road.  Attorney St. Peter has
responded to their letter.
Forest Avenue Road reconstruction will be completed this year.  Once
the final cost for this road is received other projects will be
considered with the remaining road funds.  Shouldering of the roads
will be prioritized as will crack filling.  Tuxedo Lane and Kennedy
Drive will have some repair work done.  Advanced Disposal will be
contacted about using smaller trucks on some of the narrower roads in
the Town.  The south Hickory Road Bridge will have some minor repairs
done until State funding comes through to replace the bridge.
At the Annual Meeting, the purchase of a new fire truck was approved
by the Town residents.  The cost of the truck is $467,800.00.  The
Board is looking into a lease to purchase agreement and payback
options.  Attorney Parmentier is looking into the State regulations on
lease to purchase and the mil rate.  Leslie Niles of Pierce has
assured the Town the new fire truck will fit in the present building. 
Motion was made and seconded to approve the purchase of the new fire
truck using the most cost effective financing and payback.  Motion
carried.  In answer to a question on grants, Fire Chief Sanborn
reported that fire trucks and buildings are a low priority for
grants.
Motion was made and seconded to amend the Fire  Department dues to add
$1000.00 to the budget.  Motion carried.
The topic for the Stormwater Management plan is to review pamphlets on
the tract rack.  Attorney Parmentier reported that the 2006 permit was
approved and has been updated each year.  In 2013 there were revisions
made and in June the Board will need to meet with the other townships
involved and update the permit.  
Chairman Giese and Clerk Supple attended the meeting with the Boysa’s
and the Highway Department.  Supervisor Schmitz attended the Highway
Committee meeting where the ground breaking for the County garage in
Campbellsport was discussed.  Chairman Giese reported the May meeting
for the Intergovernmental Agreement was cancelled.
There are no appointments to the Board of Appeals.
The Board of Appeals will meet to review the James Roberts request for
a larger outbuilding than is allowed on residentially zoned property.
Motion was made and seconded to approve the payment of the Navis bill
for repair of the dewatering pump in Prairie Estates and to bill the
cost to the property owners on their tax bills.  Motion carried.
The request has been made to come up with a cost effective solution to
marking manholes and culverts.

Motion was made and seconded to approve the Financial Report.  Motion
carried.
PAYMENT OF BILLS:
	Bills:  $59,374.46   Wages:  $11,860.15
Motion was made and seconded to approve the Payment of Bills.  Motion
carried.
	The Town Board intends to convene into closed session pursuant to
Wis. Stat. § 19.85(1)(g) for the purpose of conferring with legal
counsel for the Town who is rendering oral or written advice
concerning strategy in litigation in which the Town is or is likely to
become involved and pursuant to Wis. Stat. § 19.85(1)(e) for the
purpose of deliberating or negotiating the purchasing of public
properties, the investing of public funds, or conducting other
specified public business, because bargaining reasons require a closed
session. In closed session, the Board will be discussing the pending
lawsuit against John Zeleske (roll call vote required); and pursuant
to Wis. Stat. § 19.85(1)(e) for the purpose of deliberating or
negotiating the purchasing of public properties, the investing of
public funds, or conducting other specified public business, because
bargaining reasons require a closed session. The subject matter of the
closed session is negotiations with the City of Fond du Lac regarding
the existing Intergovernmental Agreement.
Roll call vote 3 aye.  The Board convened into closed session.
Motion was made and seconded to adjourn after the Closed Session. 
Motion carried.
