The Monthly Meeting was called to order by Chairman Harold Manske. 
Present were Chairman Manske, Supervisors LeRoy Schmitz and Phyllis
Giese, Clerk Patti Supple, Treasurer Jody Roffers, Attorney Matt
Parmentier and various Town residents.  Confirmation was made of open
meeting notice.  Minutes from the previous meeting were approved with
one correction.  On roads for repair it is Wildwood not Willowlawn. 

Supervisor Giese and Clerk Supple expressed appreciation to all the
Veteranís and their service to our Country.  Tony Koenigs noted that
there are many programs for assisting veterans and encouraged everyone
to get involved in hiring veterans.

It was reported that the streetlight on the corner of Rogersville Road
and Prairieview Road is not working properly.

Jim Supple, Code Enforcement, reported that there has been no work
done on the mobile home at N7124 Spruce Drive as of November 7, 2013. 
Letters have been sent both from the Code Enforcement Office and the
Town Attorney with no response.  Attorney Parmentier noted the next
step could be a raze order process.  This could be lengthy and costly.
 Since another mobile home was recently inspected by the County and
found to have black mold infestation, it was recommended to contact
the County Code Enforcement to see if their department could help the
Town.  A closed session will be held on November 13, 2013 to discuss
future enforcement measures.  Next item for review was the John
Zeleske accessory shed at W6262 Willowlawn Road.  In a November 7,
2013 inspection, it was noted the shed has had the roof installed. 
Letters have been exchanged between attorneys concerning the
unpermitted building.  Mr. Zeleske contends that since the shed has
wheels and will be towed between his property and his sisterís
property next door, it is not a permanent structure and does not a
require a building permit.  Mr. Zeleske also provided a contract
signed by his sister and himself concerning the moving of the
structure.  Attorney Parmentier asked if Mr. Zeleske would be amenable
to a contract with the Town also.  Due to numerous questions, it was
recommended discussing the matter in a closed session on November 7,
2013.  The third matter concerns a request by Verizon to expand their
existing structure on Seefeldt Drive.  The building cannot meet set
back requirements.  The Town Attorney is reviewing the matter, but is
recommending that special conditions be added to the present contract.
 The final matter under consideration is the Zimmerman/Wells dispute
over standing water.  Mr. Wells is running his sump pump water into
the swale constructed by Mr. Zimmerman.  This is causing some standing
water.  It was noted that this is essentially a neighbor issue. 
However, due to previous drainage issues, it was recommended to have
Gremmer & Associates check the drainage swale for proper construction.
 It was also recommend that Mr. Wells be contacted of the issue.

Clerk Supple noted that she received a phone call from Harold Schmitz
concerning the drainage at the corner of Highway 23 and Esterbrook
Road.  The matter will be checked by Ronald Schmitz to see if further
review is needed by the County Highway Department.

Jeff Wolford was present to discuss the installation of a sump pump in
the booster pump pit.  The project as presented would cost $4118.00.  
This would drain the water below the equipment, but would allow about
3-4 inches of water to remain in the pit.  Supervisor Schmitz asked if
the sump pump could be installed in a depression to completely empty
the pit.  A quote can be requested for this change.  Motion was made
and seconded to conditionally approve the sump pump installation
contingent on a quote being received for the pit to be installed for
the sump pump.  If the pit installation is below $4500.00, that option
will be approved.  Motion carried.  Due to a delay in the delivery of
a heating unit, temporary heat will be needed for the chlorine
building.  The water modeling project study is almost finished.  The
Clow valve extended warranty was discussed.  Clow is offering a 30
year extended warranty on the valves, but will not cover the
replacement costs.  Options for the Town are to accept the 30 year
extended warranty, file a lawsuit to get further concessions or to do
random sampling on the rest of the valves to determine if other valves
are damaged.  After discussion of potential costs, motion was made and
seconded to accept the 30 year extended warranty.  Motion carried.

The shot gun only ordinance was discussed.  Comments included limit to
shotguns due to density, enforcement, pistols can still be used,
hunter safety, knowledge of boundaries and wait and see what this year
brings.  Attorney Parmentier reported that enforcement would be up to
the Town.  Supervisor Giese acknowledged enforcement issues but added
without the ordinance there are no rules to enforce.  Attorney
Parmentier stated the DNR has a sample ordinance that can be used to
prohibit the discharge of rifles in the Town as a whole or partially. 
He asked about forfeitures.  Motion was made and seconded to limit the
discharge of firearms to shotgun only.  Motion carried.  The motion
was then amended and seconded to designate rifle caliber and to limit
the ordinance to the 9 day deer hunt season.  Motion carried.

The Fondy Investment, LLC Development Agreement was reviewed.  After
discussion, motion was made and seconded to approve the Development
Agreement contingent on the receipt of all attachments and approvals
for sewer, water, etc.  Motion carried.  Chief Sanborn expressed
concern over the water system being a dead end system at this time. 
There was also concern that the 10Ē pipe would not provide adequate
pressure for the apartment complex sprinkler system.  It was noted
that Fondy Investments does not own some of the property where a
looped system would need to be installed.  Also, the Town would have
to carry the cost of looping the system.

The Streblow Lane Deluxe Apartment Development Agreement was
discussed.  Two issues still in negotiations are the installation of
meters and the annexation provision.  Motion was made and seconded to
approve the Development Agreement contingent on the addition of the
meters, and annexation provision as well as the final plans and
approvals being provided.  Motion carried.

Fondy Aqua Park has still not agreed to reimbursement of engineering
and attorney fees.  The fees would be recovered for costs incurred at
the February 2013 meeting forward.  Engineer Andy Klemp reported that
the updated stormwater management plan is needed and the County has
agreed with his assessment.  Also, the pond construction is still in
question.  Nothing can be done until these matters are addressed.

No work will be done in Esterbrook Estates Addition 1 until 2014.

The subject for the stormwater topic is Power Washing.

Supervisor Schmitz reported on the highway meeting.  Topics were the
Pioneer Road ribbon cutting and the final statute report on the
Highway 23 reconstruction.  With the possibility of the 192 apartments
off Streblow Drive, the reconstruction of Highway 23 might be moved
up.  Chairman Manske has an OSG meeting on Thursday the 14th.  Jody
Roffers attended the County Treasurerís meeting.

No Board of Appeals or Planning Commission meetings are planned.

Clerk Supple reported Alliant Energy has been contacted concerning the
tear down of the Simon house and some outbuildings.   Chairman Manske
reported that Paradise Court has been resurfaced.  Financing for the
LRIP program for roads are up for approval.
